In order to really maximize your skill gain, you should take advantage of either a Skill Tutor Statuette or a Crystal Ball of Knowledge. It will help keep your training in the "Optimal" difficulty range.
0 - 30: Buy from a Fletcher NPC.
30 - 60: Make Bows.
60- 70: Make Crossbows.
70 - 80: Make Composite Bows.
80- 90: Make Heavy Crossbows.
90 - 100: Make Repeating Crossbows.
