0 - 40: Buy from an NPC Bard in New Haven.
I will admit the following training method will get you in trouble with the GMs, so use at your own risk. However, it is used all the time and you can probably get off with a warning if a GM bothers you about it.
Get two boats, 1 for you and 1 for the animals. Tame 1 or more animals from the following list and release them onto the 2nd boat. Sail the boats to somewhere secluded and start discording. When all the animals on the boat are discorded, invis or hide until the discord resets on all the animals. Repeat. The more animals you have on the boat the faster you will gain.
In order to really maximize your skill gain, you should take advantage of either a Skill Tutor Statuette or a Crystal Ball of Knowledge. You can stay in the "Optimal" difficulty range by switching between NPC-bought, GM-made exceptional and slayer instruments as needed.
40 - 65: Discord Bulls, Scorpions, Great Harts, Polar Bears and Gamans.
65 - 90: Discord Beetles.
90 - 100: Discord Hiryus.
100 - 120: Discord Cu Sidhes.
Mastery
Wielding the Sonic Blade is a quest for learning the Bard Masteries of the Discordance path: Tribulation and Despair. In order to begin, you will need to have at least 90.0 skill in Discordance and Musicianship and you should locate a Song Wielder NPC at any conservatory on Trammel [Bard Mastery Quests - Song Wielder (Trammel)] or Felucca [Bard Mastery Quests - Song Wielder (Felucca)].
