In order to really maximize your skill gain, you should take advantage of either a Skill Tutor Statuette or a Crystal Ball of Knowledge. It will help keep your training in the "Optimal" difficulty range.
0 - 30: Buy from an NPC Tailor.

41.1 - 54: Make Cloaks.
54 - 72: Make Robes.
72 - 78: Make Ninja Tabi.
78 - 110: Make Oil Cloths.
110 - 115: Make Cloth Ninja Hoods.
