The AV Council consists of two parts, the Council and the High Council. The Council consists of the active leaders of the guild and includes the Guild Leader, Dragon, Head Sojourner, Minister(s) of Trade, Ambassador and typically several At-Large members. The High Council consists of distinquished former council members who are no longer active, but retain the right to vote on all council matters should they ever return.
